JAKARTA, jurnalswara.com – Kelompok Penyelenggara Pemungutan Suara (KPPS) di Kabupaten Sleman kemarin menjadi viral di media sosial dan menuai polemik. Para anggota KPPS mengeluh mereka mendapatkan camilan yang minim, dan lazimnya ada di acara lelayu (melayat orang meninggal).
Peristiwa ini beredar di media sosial dan membuat Ketua Komisi Pemilihan Umum (KPU) Sleman Ahmad Baehaqi memberikan klarifikasi. Tidak hanya itu, sejumlah anggota KPPS pun sampai menggeruduk kantor KPU Sleman lantaran kecewa dengan snack tersebut.
“Sekelas KPU kabupaten menyediakan konsumsi untuk pelantikan KPPS serentak se-kabupaten seperti ini? Sudah tidak ada uang transport dan makan siang. Snack tidak jauh beda dengan snack di lelayu @KPUSleman @Humas_KPUDIY @KPU_ID @IniSleman,” cuitnya.
Ahmad Baehaqi dalam keterangan tertulis mengucapkan permintaan maaf atas konsumsi yang dianggap kurang pantas selama momen pelantikan KPPS.
“KPU Kabupaten meminta maaf atas kejadian konsumsi snack yang kurang ‘pantas’,” terang Ahmad Baehaqi, Jumat (26/1).
Dia kemudian menjelaskan pihaknya melakukan penyediaan konsumsi pelantikan calon anggota KPPS melalui pihak ketiga atau vendor yang terdaftar dalam e-katalog. Oleh pihak vendor ternyata disubkan lagi pengadaannya tanpa sepengetahuan KPU Sleman.
“Pihak vendor beralasan kalau tidak disubkan, maka tidak mampu melayani calon anggota KPPS yang terlantik sebanyak 24.199 orang. Sehingga, yang tersaji tidak pantas,” ujarnya.
“Padahal sebelum hari pelaksanaan pelantikan, dalam rapat, pihak vendor sudah menyampaikan kesanggupan terkait spesifikasi konsumsi dan kesanggupan melayani jumlah yang terlantik. Dan KPU Sleman sudah mengingatkan terkait potensi permasalahan melayani jumlah calon anggota KPPS terlantik yang tersebar pada 86 kelurahan,” imbuhnya.
Permasalahan lain yaitu terkait anggaran. Awalnya per orang dianggarkan Rp 15 ribu namun dalam praktiknya menjadi Rp 2.500.
“Anggaran konsumsi per calon anggota KPPS dalam pelantikan, adalah Rp15 ribu bersih sudah dipotong pajak, tetapi penyajiannya yang diakui vendor adalah Rp 2.500,” ucapnya.
Di sisi lain, terkait keluhan uang transport, Baehaqi mengatakan tidak ada pagu anggaran transportasi pelantikan di KPU Kabupaten Sleman. Pagu anggaran transportasi yang ada adalah saat bimtek.
“Setelah melakukan klarifikasi, KPU Sleman telah mengambil langkah tegas dengan memberikan sanksi berupa pemutusan kontrak kepada pihak penyedia atau vendor karena telah mengingkari perjanjian atau wanprestasi, dan tidak akan menggunakan jasa yang bersangkutan lagi di kemudian hari,” jelas dia.
Polemik mengenai konsumsi pelantikan KPPS yang disebut ‘snack lelayu’ didengar KPU RI. Mereka menuturkan bakal turun tangan untuk menuntaskan persoalan itu.
“Ketua KPU RI sudah mengkonsolidasikan itu kepada Ketua KPU DIY, dan Ketua KPU DIY sedang mengkomunikasikan kepada Ketua KPU Sleman,” kata Ketua Divisi Data dan Informasi KPU RI, Betty Epsilon Idroos saat ditemui wartawan di sela-sela kunjungan kerja di Gudang Logistik Pemilu 2024 di Kulon Progo, Jumat (26/1).
KPPS Geruduk KPU Sleman
Ratusan anggota KPPS diketahui menggeruduk kantor KPU Sleman. Mereka membawa berbagai macam poster berisi kekecewaan atas konsumsi yang diberikan kemarin.
Mereka mendatangi kantor KPU Sleman dengan membawa sejumlah poster bernada protes. Di antaranya berisi ‘KPU Ketegelen’, KPPS Bukan Sapi Perah’, ‘KPU Ngecakke Anggaran Ora Cetho’, ‘Konsumsi KPPS Ra Mutu !!!’ dan lain sebagainya.
Koordinator aksi Sukiman berujar, kedatangan mereka untuk menyampaikan keluhan terkait dengan snack. Termasuk mempertanyakan terkait uang transport.
“Snack-nya itu dipandang umum bukan standar lagi ya kurang wajar. Maka ketika snack kurang wajar mesti pertanyaannya yang lain ‘kok Sleman enggak ada transportnya’,” kata Sukiman saat ditemui wartawan di kantor KPU Sleman, Jumat (26/1).
Selain menyampaikan keluhan, Sukiman yang juga Ketua Paguyuban Dukuh Sleman ‘Cokro Pamungkas’ mengatakan kedatangan mereka juga sekaligus mengingatkan KPU agar tidak mengulangi kesalahan di Pemilu 2019. Di mana saat itu honor untuk KPPS saat itu terlambat cair. Hal itu, menurut Sukiman, demi pemilu bisa terlaksana dengan baik dan sukses.
“Tuntutan nanti terkait bimtek dan penyelenggaraan pemilu tanggal 14 Februari jangan sampai nanti Sleman terulang lagi, salah satunya adalah keterlambatan honor kepada KPSS, yang lalu kan begitu. Untuk itu kami memberi masukan, ngelingke. Karena tujuan kami pemilu terlaksana dengan sukses,” tegasnya.
Terpisah, Sekretaris KPU Sleman Yuyud Futrama menjelaskan soal uang transport memang tidak disediakan saat pelantikan. Namun, dia menegaskan saat bimtek, setiap anggota KPPS menerima uang transport beserta makan siang dan snack. (RI-Tim)
