JURNALSWARA.COM, JAKARTA – Total kerugian kerusakan lingkungan dalam kasus dugaan korupsi tata niaga komoditas timah wilayah Izin Usaha Pertambangan (IUP) PT Timah Tbk tahun 2015-2022 mencapai Rp 271,06 triliun. Jumlah kerugian tersebut diperoleh setelah dilakukannya verifikasi di lapangan dan pengamatan menggunakan citra satelit sejak 2015 sampai 2022.
Ahli Lingkungan Hidup Fakultas Kehutanan Institut Pertanian Bogor (IPB), Bambang Hero Saharjo, mengatakan berdasarkan verifikasi dan pengamatan citra satelit, didapatkan bukti-bukti adanya tindak pidana berupa kerusakan lingkungan. Tidak hanya itu, aktivitas tambang timah oleh PT Timah dilakukan di dalam kawasan hutan dan di luar kawasan hutan.
“Kalau semua digabungkan kawasan hutan dan nonkawasan hutan total kerugian akibat kerusakan yang juga harus ditanggung negara adalah Rp 271.069.688.018.700,” kata Bambang di Gedung Kejaksaan Agung (Kejagung) Jakarta Selatan, Senin.
Bambang menjelaskan ada penambahan luas wilayah dalam aktivitas tambang yang terhitung sejak 2016-2022. “Yang merah-merah ini adalah wilayah IUP dan non-IUP. Kami tracking 2016, 2017, 2018, 2019, 2020 sampai 2022, dilihat warna merah makin besar, ini adalah contoh saja,” ujarnya.
Menurut dia, dari tujuh kabupaten di Provinsi Bangka Belitung terdapat IUP di darat seluas 349.653,574 hektare. Data total luas galian tambang di tujuh kabupaten tersebut ada 170.363,064 hektare. Untuk Kabupaten Belitung Timur luas galian tambang mencapai 43.175,372 hektare padahal luas IUP hanya 37.535,452 hektare.
Bambang berkata dari total 170.363,064 hektare luas galian tambang di tujuh kabupaten di Provinsi Bangka Belitung tersebut, sekitar 75.345,751 hektare berada di dalam kawasan hutan dan 95.017,313 hektare berada di luar kawasan hutan.
Dari 75.345,751 hektare luas galian di dalam kawasan hutan, ada 13.875,295 hektare berada di hutan lindung; 59.847,252 hektare di hutan produksi tetap; 77,830 hektare di hutan produksi yang dapat dikonversi; 1.238,917 hektare di taman hutan raya, serta 306,456 hektare di taman nasional.
Dia menjelaskan bahwa dari 170.363,064 hektare luas galian tambang tersebut yang memiliki IUP tambang hanya 88.900,462 hektare dan 81.462,602 hektare tidak memiliki IUP. Bambang menyebutkan total luas IUP tambang darat dan laut mencapai 915.854,625 hektare. Jumlah tersebut terdiri atas 349.653,574 hektare luas IUP tambang darat dan 566.201,08 hektare luas IUP tambang laut.
Dari luas IUP tambang di darat tersebut, 123.012,010 hektare berada di kawasan hutan. Selain itu, dia mengatakan total kerugian lingkungan hidup akibat tambang timah dalam kawasan hutan mencapai Rp 157,83 triliun; biaya kerugian ekonomi lingkungan Rp 60,27 miliar; dan biaya pemulihan lingkungan Rp 5,26 miliar sehingga totalnya Rp 223,36 triliun.
Kerugian lingkungan hidup akibat tambang timah di luar kawasan hutan (APL), yaitu biaya kerugian lingkungan Rp 25,87 triliun; biaya kerugian ekonomi lingkungan Rp 15,2 triliun dan biaya pemulihan lingkungan Rp 6,62 miliar sehingga totalnya Rp 47,70 triliun. Total kerugian akibat kerusakan di dalam kawasan hutan dan di luar kawasan hutan yang harus ditanggung negara adalah Rp 271,06 triliun.(BT-Tmp)
